MAJOR PROJECTS

Successfully representing Onninen in a public procurement dispute for procurement of construction materials with a total value of over 50 MEUR.

Advising the Cleveron group, an innovation leader in the sector of robotics-based parcel terminals in connection with public procurement, incl. service contracts with a total value of over 24 MEUR.

Representing and advising Construcciones y Auxiliar de Ferrocarriles in connection with public procurement proceedings in Estonia to provide electric multiple-unit and diesel multiple-unit trains to Elektriraudtee, which involves both aspects of EU and Estonian domestic law.

Representing Sillamäe municipality in a landmark Supreme Court case concerning abuse of procedural rights by a bidder in public procurement proceedings and possibilities for the procuring entity to apply remedies and demand compensation.

Representing the Tallinn Public Utility Agency in the Estonian Procurement Monitoring Bureau and administrative courts concerning the dispute over the 50 million EUR public procurement contract for the reconstruction of the Ülemiste traffic junction in Tallinn.

Advising the Estonian Unemployment Insurance Fund in the procurement procedures for the incapacity reform’s expert opinion in all Estonian counties.

Assisting Tuuleenergia, the Estonian branch of the largest Lithuanian energy concern Lietuvos Energija, with analysis of whether Tuuleenergia is deemed a procuring entity under Estonian law and thereafter with conducting a public procurement procedure for refinancing of a loan and SWAP interest (total value 24 MEUR).

Advising and representing the Estonian Ministry Of Defence regarding the construction of the Statue of Liberty of the War of Independence.

Advising Fujitsu in connection with an extensive dispute concerning the public procurement contract for development of administrative software and provision of software support services to a major water and sewerage company. The dispute involves issues of EU structural funds.

Advising the Estonian Maritime Museum on the state supervision of Paks Margareeta's design contest procurement.

Advising the Harju Public Transport Centre in various public procurement issues (e.g. carriers’ infringements, contracts for passenger carriage services, etc.).

Representing Estonian postal service provider Omniva (Eesti Post) in several public procurement disputes regarding the procurement of distribution of newspapers in Tallinn and e-invoices services in the Eesti Energia group.

Assistance of the Pärnu City Government with drafting the public procurement documentation, incl. a construction agreement regarding the construction of a stadium and nearby recreational areas and assistance with conducting the public procurement procedure and conclusion of the construction agreement with the main contractor.

Representing the Pärnumaa Public Transportation Centre in the construction procurement of the new Pärnu public transportation terminal (value over 2 MEUR), including representation in a court dispute against the construction company.

Representing the interests of the Rectors Council, the association for all Estonian universities in the legislative process of the new public procurement law in the Parliament.

Advising Tallinn University in public procurement matters, including advising and representing in the reclamation of structural funds.

Advising and representing University of Tartu against the Archimedes Foundation regarding the reclamation of structural funds due to alleged breaches in conducting a public procurement for acquisition of laboratory equipment.
